that's expected: init should mount a tmpfs over /dev and create the
devices here. I guess your problem is that it doesn't start init ...

As already said you can't do FUSE developement with NetBSD 3.1, you need
current. Maybe a current INSTALL kernel will boot fine on HVM (last time
I tried, it did).
