It's not there. There isn't a single line mentioning PCI in my domU kernel
config. And this is my domU config:

kernel = "/serv/xen/kernels/netbsd/xxx.yyy.org_XENU"
elevator="cfq"
memory = 256
name = "xxx.yyy.org"
cpus = "0" # leave to Xen to pick
vcpus = 1
vif = [ 'mac=aa:00:00:50:02:f0, bridge=bridge0' ]
disk = [ 'file:/serv/xen/domains/netbsd/xxx.yyy.org,0x03,w' ]
root = "/dev/xbd0a"

perl -e 'print $i=pack(c5,(41*2),sqrt(7056),(unpack(c,H)-2),oct(115),
10);'
