Is this a Xen 3 dom0?  If so, you need to use a kernel with Xen 3
support (like the XEN3_U kernel)... note that NetBSD 3.0 does not have
Xen3 support, but it has recently been pulled up to the netbsd-3 branch
(so Xen3 support will be in NetBSD 3.1).  You can download a kernel to
test here:
