Xen3 domU functionnal

Hi,
I commited some bits for Xen3 support this week-end, especially a virtual
block device frontend driver. A few things need some more work (like making
dynamic attach/detach of devices after boot work), but NetBSD should now be
functionnal on Xen3 with block and network devices.
I added XEN3_U and INSTALL_XEN3_U kernel config files, and integrated them
as part of the release build process.
