If I remember properly, it's because the floppy drive needs ISA DMA,
which is not implemented in NetBSD/Xen (I don't know the details of
ISA DMA so I don't know if Xen can do it or not, and I don't remember if
a linux kernel sees it under Xen 2.0.x).
