A fresh look in the morning has let me think more clearly about it, and
find my problem... I've had to patch share/mk/bsd.kmod.mk and
sys/arch/xen/include/pmap.h to allow the correct things to happen.  I'm
still toying with it a bit, but when I'm finished, I'll post patches
here for review.
