Recent changes in the port-specific potion

 Config files rework
 ===================
  The example config files in /sys/arch/x68k/conf were
 removed, since they were not maintained.
  Other standard (GENERIC, ALL and INSTALL) config files
 were reorganized based on the NetBSD/sparc ones.

 Reboot fix
 ==========
  Reboot code was cleaned up, and 040 reboot bug was fixed.
 For a while, rebooting the system caused the system hung on
 040turbo systems.  The code is not tested on the 060turbo
 and Xellent30 systems.  Please send-pr if you find problems.
