It's different hardware, but the symptoms sound very similar to those
reported in port-vax/28724 on the netbsd-bugs list a while back. If it
is the same problem then you do need to manually install the boot
blocks. Boot the install kernel, then from a shell prompt try:

disklabel -B sd0  (assuming you have installed the system on /dev/sd0)
