Seems like your NetBSD query has already been answered.

I believe that your machine is actually a
MicroVAX 3100 Model 10e (or 20e). If you have a version
of the ROM dated April 1992 or later, then your
machine does NOT have the 1.073GB limitation.

I don't recall exactly how to tell whether your 
console ROM is new enough to have the fix, but
I'm sure a hunt with google will find it.
