When I was a System Manager at DEC (way back when), we would set the "port
session limits" to 1 on most DECservers. Most issues just went away...
Give that a try and let us know.

As for the differences, i can't say - this is my first DECserver.

It boots from internal flash, does PPP and the like, etc. It was sold
under the name 'Netrider', i think.

Strangely, there's no staircasing if i telnet to the port first,
before powering on the device - it only happens after a power cycle.
It doesn't matter if the device is a Sun, Alpha, cisco, etc.
