I don't have the manuals in front of me, but
all of the later console-in-flash machines
I came across (admittedly mostly
MicroVAXes and not VAXstations) had a
jumper you had to move to allow the
console flash to be reprogrammed.

If you totally hosed the console then you
had to do what you did. Otherwise, the console
code could be upgraded in situ by
MOP booting a special image over the network
(or by running the image directly on the
machine under OpenVMS).
