Hurm. I know in 1.5, IPFILTER wasn't included in the GENERIC kernel.
Wasn't even included in the kernel config file, even commented out. Try
adding the line "pseudo-device ipfilter" to the end of your config file
and recompile. That fixed mine. I guess they never listened to me when I
suggested adding it to the GENERIC, even commented out...
