I have minimal clue on building low volume stuff. Even if all the brainwork
and design is done for free, the first board will probably cost you over
$100 to make. This is just based on the size of the board required.

A simple SCSI controller is just a little more than buffers, everything
else can be done in software.  If the CAD the designer using having the
qbus board outline in the library, it is only a couple of days work for
someone who knows the qbus The performance will be worse than NFS.  To get
a decent performance you need much more work from a hardware guy.

There was a Russian qbus (unibus?) IDE hardware design mentioned on this
list, you may look at the list archive...
