I have this listed as a "VAX 9000 Arbiter Card".
The VAX 9000 is the only system I can find that 
seems to use this: it is listed in the IPB as
   T2030   Clock Card

It does not appear in the VAX 7000 or DEC 7000 IPB,
nor does it feature in any of the VAX 6000 docs
I searched.

For the VAX 9000, however, it appears to be mandatory.
