VAXELN was a toolkit for building standalone realtime systems and such. from 
what ive read about it, it seems to be based on VMS, or rather, a VAXELN
system will be like a very majorly hacked up, stripped down VMS system with
most of the general-purpose stuff removed and just your system left, all
frozen and wrapped up into a single 'kernel'.. DEC called both the 
development tools and environment and applications built with them 'ELN' 
wihtout being too specific. Ive only heard of a few VAXELN systems 
outside of DEC, i dont thikn the idea caught on.
