There was a buggy MAKEDEV but i fixed it months ago.  I have a
client uses 9inch scsi tape (and a DLT) and found/fixed that
a while ago.

I've been thinking of changing the unibus/massbus tape drives
to use the same minor encoding as scsi tape.
