The VMS freeware program RZDISK allows changing the codepage and
reformatting.  The only time this program did not work for me was with an
IBM 0661 disk.  Then I was able to get them from 524 to 512 bytes/sector
with a RS/6000 using diag>disk media utilities>format media.
