Or flip a bit in the SCSI option  page on the drive.. I remember that 
these drives were often used on the Amiga and there they had a tool
to set the bit..

But the real solution would be for the kernel SCSI driver to issue a 
'Start Unit' command to a drive if it detects one which hasn't spun
up yet. It then either spins up or is dead.
