man ttys
man gettytab

(Unless my memory fails me... :-)

Basically, getty will print the banner and that stuff once the system is
booted, assuming that there is a terminal connected. So it's just a
question of getting getty to realize there is a terminal connected.

man gettytab will probably be the most rewarding reading (although I warn
you not to read that man-page unless you have a strong heart)

Looking through the setup of /etc/ttys might also give you some more meat
on the bones.
