I remember running DECWindows transport over TCPIP (SET DISPLAY/TRANS=TCPIP
... or something like that) even with the third party products (My perfered
flavor was Multinet).  I believe was doing this back into the early days of
version VAX/VMS 5.2 or 5.3.

So yes... it can be done.
