Couldn't you use the EXCHANGE utility under VMS?

I quote from VMS help:


EXCHANGE

     The Exchange utility (EXCHANGE) allows you to manipulate mass
     storage volumes written in formats other than those normally
     recognized by OpenVMS.

     Format

       EXCHANGE  command [file-spec] [file-spec]

       EXCHANGE>  command [file-spec] [file-spec]
   
     The Exchange utility (EXCHANGE) also allows you to transfer
     files to or from operating systems that do not support OpenVMS
     file organizations (see /NETWORK).
