Tonight, I got the SGEC driver to where it at least is sending and
receiving enough to get the RARP request out and response back, and
interprets the RARP response correctly. The bootparamd whoami request is
failing, apparently because the rpc.bootparamd on my Linux box isn't seeing
the request at all, and so is failing to respond. (If I run it with -d,
nothing ever gets printed; a sniffer shows the request but no response.) I
hope to get that straightened out tomorrow evening.

One issue, however: I have to run the chip in promiscuous mode. If I try to
set it up to filter incoming packets for its own address only, it sees
nothing at all. I'll chase that one later. Right now, I'd be happy to get a
complaint out of the kernel at startup...
