I think that a mailing list specifically about old vax hardware would be
a good idea.  
I'm not aware of any newsgroup or mailing list which deals with that. 
Certainly there is comp.os.vms and vmsnet.pdp-11, but the former
includes current DEC systems and VAXen are of topic for the latter (even
though Q-bus MicroVAXen share hardware with Q-bus MicroPDP-11 systems)

I don't think it'd be a good idea to subdivide the group further. 
Certainly there are some threads that I don't care about, but I don't
think that they can form their own mailing lists.  Off topic threads and
even flamewars do pop up from time to time, and there isn't much that
can be done... consider it all a normal fact of life.  (Well, there is
moderation, but we don't need that.)
