Changing three lines of code causes NetBSD to stop generating or responding
to the IP timestamp option, and that completely resolved the TCP stalling
problem that I was seeing. I still have no idea why timestamps were causing
trouble, and I don't have the knowledge to pursue it any further, but mostly
I'm surprised that nobody else has seen this. Among other symptoms, I was
completely unable to send email to Hotmail.
