I've found that the cause of this bug is due to the RAMDISK kernel
configuration file for 1.3 being somewhat out of date.  It is missing the
crucial 'options MEMORY_DISK_IS_ROOT' and 'options MEMORY_DISK_SERVER'
lines which enable a little bit of hacking code in the machine independent
part of the kernel.  Yet another fix for 1.3.1.
