Subject: 'flags' not working in si_vme.c?

After the recent talk about si_options, I decided to run a few tests, to
see which configurations made my system puke fastest. Sure enough,
using si_options=7 was the worst, =3 was a little better, and =5 seems
to be the best (I didn't try =1).

What I did notice, however is that the si_vme.c doesn't seem to be
picking up the flags for the device given in the kernel config.

I have a line like:

si0 at vmes0 addr 0xff200000 level 2 vect 0x40 flags 5

And after a config, I see that ioconf.c has '0x5' for the flags..but
upon boot, the kernel reports 'options=7'. If I don't specify a
'flags' line in the kernel config, then the kernel uses the default 3.

And I doing something wrong here, or is si_vme.c really broken?
