The Sun 3/60 HAS a socket (or at least the pinouts for the socket) for
the 030 on its motherboard.  Simple hack of installing a socket and the
chip.  Not recommended, though.  The rest of the 3/60 HW doesn't exploit
the advantages of the 030 and the speed incrase is nonexistent. 
naamato@merit.edu could be referring to hacks of this sort.
