Well, in the stalled state - what does tcpdump -i gem0 say, does the
gem still interrupt, does resetting altq help (instead of gem0 down/up).

Then you could start shouting at the ALTQ people who did not come up with
a sane classifier API despite promising since 2003/6 ;-)
