Are you sure you booted the right image? I just fetched
ftp.NetBSD.ORG:/pub/NetBSD/NetBSD-2.0.2/sparc64/installation/miniroot/miniroot.fs.gz
decompressed it, mounted it on a vnd and looked inside. The sysinst there
seems to be fine:
