Not really. It is a Solaris package in stream format.
It contains the following package:

   PKGINST: ADPadp
NAME: Adaptec 294X(U)W/394X(U)W/4944(U)W SCSI Host Adapter Driver
  CATEGORY: system
      ARCH: UltraSparc
   VERSION: v2.00
   BASEDIR: /
    VENDOR: Adaptec
    PSTAMP: ultrasparc970703104704
    STATUS: spooled
     FILES: 12 spooled pathnames
                 4 directories
                 1 executables
                 7 package information files
               454 blocks used (approx)

Apart from some installation handwaving, the only useful thing
included is:

# ls -l
total 464
-rwxr-xr-x 1 volker people 232228 Jul 2 1997 adp*
# file adp
adp: ELF 32-bit MSB relocatable SPARC Version 1

So this is a 32 bit Solaris driver for Adaptec SCSI cards.
It was made on July 2, 1997. :-)

Sometimes, OEM drivers came on floppies without file systems.
Maybe that's why your file was supposed to be dd'ed to a floppy.
