Turns out scsibus2/siop2 doesn't have any devices on it.  It turns out
if I move the card to another PCI slot it works fine.  I don't suspect
a bad PCI slot yet, since it does work under Solaris.  (And has anyone
ever heard of a bad PCI slot?)
