You should be able to check what's happenning using tcpdump. 
For me it looks like it boots something but not ofwboot.
Did you set up tftp and rpc.bootparamd?

The expected sequence:
	RARD -> bootparamd (whoami, getfile) -> tftp for ofwboot ->
	nfs for kernel.
