The netbsd.org primary MX makes use of greylisting to try and prevent 
spam. Take a look at http://www.greylisting.org/ for more info. Perhaps
you should use a smarthost to relay your mail (eg a mail server run by
bom.gov.au)? The smarthost would not have an intermittent connection and
you wouldn't suffer any major delays due to greylisting.
