Unsurprisingly ;)
/dev/fb0 needs to be minor number 0. /dev/fb is supposed to be a symlink
to /dev/fb0 these days ( not sure if it's still created by MAKEDEV )

Because compiling X without PCI support is a PITA. Besides that, there
are 32bit SPARC boxes with PCI, like the JavaStation Krups.
