That's odd.  I can understand powering up requiring a Type 5 (since the 
Type 4 keyboards don't have a power button), but shutting down?

I've been using a "Compact 1" keyboard that AFAICT came with the 
Voyager.  With it I can shut it down from the OpenBoot prompt using 
control-power.  The Compact 1 keyboard has the same look and feel as a 
Type 5, but is smaller and is missing the number pad.

I just tried a Type 5c keyboard and it did the same thing -- it 
wouldn't shut down from NetBSD, but would from the OpenBoot prompt.

I guess it must be related to the Voyager's power management 
capabilities.

I'd be happy to test stuff if someone had any ideas how to fix it.
