It seems sparc/machdep.c rev 1.230 fixes this problem.

With 1.6U kernel, time for compiling my custom kernel says:

(I don't know why it shows negative values BTW)
With 1.6W kernel:

I think now old sun4c machines become usable again after UBC merge.
