well, in NetBSD /usr/pkg is The Right(tm) place where they should
reside.  all packages from pkgsrc (including binary packages) are
installed into this directory and correct runtime dependencies (such as
library handling) are configured at their build time.

/usr/local is mostly used for local stuff.  that means software not
installed from packages.

if you really want to put them in /usr/local you may want to set
LOCALBASE=3D/usr/local in your /etc/mk.conf.  also read
pkgsrc/Packages.txt and packages(7) for more information about NetBSD
packaging system.
