Couple reasons: historical is certainly first of then, second is
that it might be possibility to have not fas for esp@sbus and
only fas can have 16 targets(afaik).
There is patch in archive and PR regarding 16 targets on fas so you
can try that out.

Primarily it means wider data bus, it could be up to 32 bits (by standard,
16 for fas) instead of 8 bit. I don't know when and what scsi interface 
declared number of targets.
