Actually my experience is not that great, but that sounds more 
like a high frequenzy generator problem. I have at least one 
21" philips monitor around that has the same problems (just 
that the philips firmware shuts almost everything down and 
reports an error - and I never knew why a monitor has a rs232 
port). Here the exchange part would cost more than a good used 
exchange, and it is a 21" color multisync trinitron monitor.
