*Some* ISPs do, and it's nothing to do with BT. It's a business model that relies on one 'modem' per 30 users or more being enough, and that any user will only be dialled in a small fraction of the day. 'Free' local calls have broken their business model, so they hit the user with this strange, broken definition of 'unlimited'.

If you want to do big CVS check-outs, you need a better ISP :)
