ok, little more info available.

i installed the machine at work using TeraTerm Pro in VT100 mode on the serial
console.  at bootup it would print the garbage instead of the string "NetBSD/"
i got home, and i plugged my VT510 into it and it works correctly.

in both cases $TERM is set to sun.
