Assuming it is running *BSD, etc.  You can also create them
using DOS based tools.  (though make sure to use *good*
floppies since I don't think either of these approaches actually
does a formal *verify* afterwards)

They are in the distribution.

Copy them using *any* *BSD platform -- they are just "files" -- onto
media.  Then, boot in the appropriate machine (i.e. don't try to boot
SPARC images on an i386 box  :>)
