I would _guess_ it was on tech-kern. When, all I'm sure of is that it
was more than about two months ago - long enough that it's rolled out
of the last-ten-weeks save of all incoming mail.

Poking with google indicates that tech-kern and tech-security talked
about it in September 1998 (I suspect the messages were sent to both)
and that current-users talked about it in January 1997 and October
1998, and possibly more - I didn't go through the whole list. You
might have a look yourself:
