unless you have some sort of whacky setup, the lower drive should be id3 and
the upper drive should be id1

yes he does need jumpers. SCA only works if you plug it into an SCA backplane,
he want to use his drive externally, he won't have a backplane, so he will
need to set everything with jumpers.
