Hum, in the most recent master.passwd I still have:
root::0:0::0:0:Charlie &:/root:/bin/csh
toor:*:0:0::0:0:Bourne-again Superuser:/root:/bin/sh

So root's shell is still csh. toor has /bin/sh but is disabled by default.
