You need to rename them to
/emul/sunos/usr/lib/libc.so.1.9
/emul/sunos/usr/5lib/libc.so.2.9

Also, you need to get ftp://sunsolve.sun.com/pub/patches/100257-06.tar.Z

This contains:
100257-06/4.1.3c/sun4/ld.so

Which needs to be moved to:
/emul/sunos/usr/lib/ld.so

And lastly, you'll need to get libdl.so.1.0 from any SunOS machine
and put it in /emul/sunos/usr/lib.

Solaris has this file, but it won't work for SunOS emulation.
