Oops: more info...

Reading further on, dmesg does in fact report the proper settings for
the QLogic card:

isp0: Target 0 at 10MHz Max Offset 12, 16 bit wide, Tagged Queueing Enabled

So there is some fundamental limit on how fast a Sparc 2 can talk to
SCSI?  (Regardless of which SCSI card is involved?)

Any light anyone can shed on this would be appreciated.
