Indeed it is a procedure, but it's an easily, and often, mechanised one.
It's also the name of a program that implements this procedure. There
are several variants of this program, but the most obvious choice for
NetBSD is a similar program that has a slightly different name: addnerd.
The best place to get addnerd is probably through the NetBSD pkg system,
though it's also available here:
