If memory serves, there was a certain instruction (branch relative with
offset, or something like that) which would only allow a fractional offset
(i.e. not a full 32-bit offset); this may have something to do with the
SCSI group0 thing as well.

questions. What would the world be like today if
a) the Roman Empire had been defeated early on? (religious implications)
b) the Stock Market had not crashed? (economical/political implications)
