That is not true.
Say the subject of the PR is:
port-i386/3570: /usr/local/bin/ispcvt
if you reply to that mail, cc'ding gnats-bugs@netbsd.org, with a
subject of:
Re: port-i386/3570: /usr/local/bin/ispcvt
your reply will be appended to the PR.
I'm not sure that you need to have quite that much info in the subject
line, but that's what I typically use. (apologies to the author of
that PR; i just happened to find it my mailbox, and so used it. 8-)
